I don’t know this game but have been emulating Mario Kart 8 Deluxe via Ryujinx on my Steam Deck for quite some time now, including all available DLCs and updates.
There’s a menu somewhere where you point Ryujinx to the folder that contains the DLC, it should immediately recgonize them. Easy to spot if it is an update because it will change the version number in your list of available games.

I think calling it a RAM shortage is a bit incorrect. It is not like we are running out of raw materials or something else in the supply chain is broken. It’s shitty AI companies buying RAM that is not existing yet with money they don’t have. Unfortunately there’s no good term for that, I guess.
